The arrows next to the percent boxes adjust your city's revenues and expenses.  Up arrows increase and down arrows decrease the percentage.  When the percents are adjusted, only the 'Estimated' costs will alter.  The 'Year to Date' column show funds that have already been paid or collected.
The 'Property Taxes' are your main source of revenue.  The arrows alter the tax rate by +/-1%.  Minimum is zero and maximum is twenty.
The other categories are funding.  100% funding means you are paying full price and recieving full service.  Arrows adjust the funding by +/-5%.  The minimun is zero and the maximum is one hundred.
